A seventeen year-old sits on the shoulder of Holton Street in Tallahassee, Florida while crack-squad Officer Mark Peavy searches for drugs he saw James throw during a foot chase. Peavy found marijuana and James was arrested on a possession charge. Seven days later the suspect was charged with an Oct 11, 1985 crack-related murder at the campus Highlands Apartments at 2501 Meridian Street in Tallahassee.
