Rick Dolar, of Tallahassee, hangs from the top of the Old Capitol while he paints the cupala as Apalachee Parkway trails off to the east in the background below him. Dolar, with Bergan Painting of Tallahassee, said that painting the top the capitol was "no problem" and that he was the last person to paint it eleven years ago.
